The City of Rock Valley has partnered with an Environmental Studies class at Dordt University in Sioux Center to develop proactive plans for properties on the city's north side that are expected to be acquired through FEMA's Hazard Mitigation Grant Program buyout process.

The collaboration, announced in March 2026, brings together city officials and Dordt students to think creatively about how the land vacated by buyout properties can be repurposed in ways that benefit the community while reducing future flood risk. Rather than waiting for the buyout process to conclude before considering land use options, the partnership takes a forward-looking approach to planning.

Dordt students are developing conceptual plans for the affected area that explore a range of potential uses, including natural floodplain restoration, recreational spaces, trails, and other community amenities that are compatible with periodic flooding. The plans are intended to give city officials and residents a vision for what the north side of Rock Valley could look like once the buyout properties are cleared.

The partnership reflects a growing recognition that flood recovery is not just about repairing what was damaged but about reimagining how flood-prone areas can be used in ways that are both safer and more beneficial to the community over the long term.

Dordt University's Environmental Studies program has a strong focus on applied environmental problem-solving, and the Rock Valley partnership provides students with a real-world planning challenge that connects their academic work to community needs.
